Student Personnel Services Program of Jose Rizal Memorial State College System, Zamboanga del Norte, Philippines: Basis for a 5-Year Development Plan

This study was undertaken to primarily assess the adequacy of the student personnel services program of Jose Rizal Memorial State College System, Zamboanga del Norte, Philippines, the result of which could be a basis for a 5-year development plan for the
same school. This study employed the descriptive-normative survey method utilizing the data provided by the student, teacher and community respondents vital in the formulation of the 5-year development plan. To get more accurate representation, the population was divided into smaller homogeneous groups, thus, the use of stratified random sampling. The study conducted in Jose Rizal Memorial State College, Zamboanga del Norte, Philippines, included the three (3) campuses of Dapitan, Dipolog and Siocon. The population of the study consisted of 368 student respondents, 128 teacher respondents and 368 community respondents, the total of which was 864. The retrieval percentage was 100%, which meant that all questionnaires were retrieved. The data were collected through the questionnaires and were coded manually. Percentage, weighted means, ranking and analysis of variance was computed to find out the answers of the problems posted in the study. The study revealed that of the nine student personnel services assessed, two—the scholarship services and the dormitory services – were ―not at all‖
rendered, which implies that the respondents did not, in any way, enjoy the services in this regard. Moreover, seven of the nine services, as ranked, -- the school publication services, the library services, the spiritual services, the canteen/cafeteria services, the
health services, and the guidance services—were perceived to have been rendered to a ―slight extent‖ which means that the services on these aspects were very rare. The overall results show that the student personnel services of Jose Rizal Memorial State
College System are inadequate, as perceived by the students, the teachers and the community. The findings call for a need to raise the standards of the school to make the delivery of the services effective, and therefore, realize the main objective of the program, which is to help the students develop their potentials.
